following the principle which has now

been embodied in Article 4 of a

Convention on the Jonflict of Nationality

Laws adopted by the Jonference for the

Jodification of International Law,

held at the Hague in March andåpril of

last year.

This Article provides

that "A State may not afford

diplomatic protection to one of its

nationals against a State whose

nationality such person also possesses".

His Lajesty's Government would

therefore be on firm ground in

insisting if need arises, that the

Chinese Government should act on

the same principle in Lalaya. Should

the Chinese Jonsul at Kuala Lumpur

fail to regulate his activities in

accordance with the ordinary rules

of international law, the matter should

be dealt with through the ordinary

diplomatic
